PASS^® Precision Approach Selection Services

Split Rock assists utilities with decision making and project selection utilizing our PASS^® Product and Service Selection Methodology.

Historically project selection decisions throughout a company are either product or programme driven. Product driven decisions often start with multiple vendors/products with the goal of determining the vendor/product that best fits the utility’s requirements. Programme driven decisions are based on selecting a number of projects to deliver given a certain budget cap. The result is a selection of projects that provides the greatest benefit for the least cost.

Split Rock uses a hierarchical approach using weights and derived ratios to assist utilities in making these decisions. This methodology maximizes the extent to which the experience and knowledge of the utility’s own employees influences the outcome instead of decisions based on least-cost or feel-good criteria. Additionally, this approach makes “trade-off” decisions easier and more transparent. For example, the least-cost approach typically ignores benefits that may be accrued for incremental cost and feel-good decisions lack the rigor and objective results that provide comfort that the best solution was finally selected.

Split Rock has academically studied and incorporated this hierarchical project selection approach into our methodology called PASS^®. We have successfully deployed it at utilities in the USA and the Caribbean across a number of projects and operational areas.
